अल्पसंख्यक कार्य मंत्रालय ने यूएसटीटीएडी (पारंपरिक कला/शिल्पों में कौशल और प्रशिक्षण का अपग्रेड करना) योजना शुरू की है। इस योजना का मुख्य ध्यान मुख्य कारीगरों और शिल्पकारों की क्षमता निर्माण पर है। इसके अलावा, यह योजना मुख्य कारीगरों और शिल्पकारों के पारंपरिक कौशलों को अद्यतन करने पर ध्यान केंद्रित करेगी। प्रशिक्षित कारीगरों और शिल्पकारों विभिन्न विशिष्ट पारंपरिक कलाओं और शिल्पों में अल्पसंख्यक युवाओं को प्रशिक्षित करेंगे।

Upgradation Of Skills And Training In Traditional Arts/Crafts Through Institution

उस्ताद योजना का यह घटक संस्थागत ढांचे के माध्यम से कार्यान्वित किया जाएगा। मंत्रालय संस्थान को पारंपरिक कला और शिल्प पर प्रमाणपत्र और डिप्लोमा पाठ्यक्रम प्रदान करेगा, जो कौशल विकास और उद्यमिता मंत्रालय, डीसी हैंडीक्राफ्ट्स, या क्षेत्रीय निर्यात प्रोत्साहन परिषद द्वारा मान्यता प्राप्त होगे।

Eligibility Criteria Of PIAs

निम्नलिखित परियोजना प्रबंधन एजेंसियाँ योजना का कार्यान्वयन करने के लिए जिम्मेदार होंगी:

• कम से कम तीन साल के लिए सोसायटीज रजिस्ट्रेशन अधिनियम के तहत पंजीकृत समाज (स्थापित बाजार संबंधों के साथ पारंपरिक कौशल विकास पाठ्यक्रमों का अनुभव अनिवार्य है)
• किसी भी प्राइवेट मान्य या पंजीकृत पेशेवर संस्थान जिसके पास कम से कम तीन साल का अनुभव है और स्थापित बाजार संबंध हैं
• उद्योग या उद्योगों के संघ
• केंद्रीय या राज्य सरकार का कोई भी संस्थान जिसमें विश्वविद्यालय, सार्वजनिक क्षेत्र की निगम और प्रशिक्षण संस्थान शामिल हैं।

Eligible Trainees And Beneficiaries Under USTTAD Scheme

• प्रशिक्षण अल्पसंख्यक समुदाय के लिए होना चाहिए।
• 25% अपेक्षित उम्मीदवार गरीब परिवारों से होने चाहिए जो अल्पसंख्यक समुदायों से नहीं हैं।
• 3% सीटें अलग-अलग रूप से सक्षम नागरिकों के लिए आरक्षित होंगी जो अल्पसंख्यक समुदायों से हैं।
• प्रशिक्षु की आयु 14 से 45 वर्ष के बीच होनी चाहिए।
• उपरी आयु सीमा में छूट विभिन्नता प्राप्त व्यक्तियों को दी जाएगी जो अल्पसंख्यक समुदायों से हैं।
• प्रशिक्षण की न्यूनतम शैक्षिक योग्यता कक्षा 5वीं होनी चाहिए।
• न्यूनतम शैक्षिक योग्यता में छूट विभिन्नता प्राप्त व्यक्तियों के मामले में होगी।
• यदि परिवार के अधिक से अधिक एक सदस्य पात्रता मानदंडों को पूरा करते हैं तो यह योजना के लाभ को उन्हें भी प्रदान किया जाएगा।

Implementation Of USTTAD Scheme

• राष्ट्रीय अल्पसंख्यक आयोग अधिनियम 1992 के अंतर्गत इस योजना को अल्पसंख्यक समुदायों द्वारा अमल में लाई जाने वाली पारंपरिक कला और शिल्प को संरक्षित और बढ़ावा देने के लिए कार्यान्वित किया जाएगा।
• यह योजना पूरे देश में कार्यान्वित की जाएगी।
• प्रशिक्षण संस्था को ज्ञान साझेदारों और मास्टर प्रशिक्षु के सहयोग से पाठ्यक्रम मॉड्यूल विकसित करने की आवश्यकता है।
• प्रशिक्षण संस्था को विभिन्न जागरूकता अभियान भी चलाने की आवश्यकता है।
• प्रशिक्षण संस्था को चुने गए पारंपरिक कला और शिल्प के क्षेत्र में प्रसिद्ध मास्टर शिल्पकारों और कारीगरों को मास्टर प्रशिक्षक के रूप में नियुक्त करना आवश्यक है।
• प्रत्येक शिल्प के लिए 1 मास्टर शिल्पकार को अधिकतम 100 प्रशिक्षुओं के तहत प्रदान किया जाएगा।
• राष्ट्रीय/राज्य पुरस्कारी मास्टर शिल्पकार/कारीगर, राष्ट्रीय मेरिट प्रमाण पत्र धारकों के साथ परियोजनाओं को प्राथमिकता दी जाएगी।
• ज्ञान साझेदारों और एजेंसियों से प्रमाण पत्र का आयोजन परियोजना कार्यान्वयन एजेंसी की जिम्मेदारी होगी।
• प्रशिक्षित युवाओं के लिए सरल माइक्रोफाइनेंस/ऋण को वित्तीय संस्थाओं के माध्यम से परियोजना कार्यान्वयन एजेंसी द्वारा व्यवस्थित किया जाएगा।
• 33% सीटें अल्पसंख्यक लड़कियों के लिए आरक्षित होंगी।

Duration Of Course Curriculum

• पाठ्यक्रम की न्यूनतम अवधि 2 महीने है और पाठ्यक्रम की अधिकतम अवधि 1 वर्ष है।
• पाठ्यक्रम का पाठ्यक्रम और अवधि एमएसडीई, डीसी हैंडीक्राफ्ट्स, क्षेत्रीय निर्यात प्रोत्साहन परिषद या विकास ज्ञान साझेदारों के मॉड्यूल के अनुसार होगा।
• सॉफ्ट स्किल्स, आईटी, अंग्रेजी बोलना इत्यादि पर प्रशिक्षण भी पाठ्यक्रम में शामिल किया जाएगा।
• प्रशिक्षण देने के लिए सप्ताह में अधिकतम छह दिन और महीने में 24 से 26 दिन होंगे।
• प्रशिक्षण की न्यूनतम अवधि 5 घंटे होगी।
• स्व-सहायता समूहों और उत्पादक कंपनियों का गठन भी परियोजना में शामिल किया जाएगा।

Pattern Of Funding

• USTTAD Scheme is 100% Central sector scheme that will be implemented by Ministry through project implementation agencies
• The cost of approved projects as per prescribed financial norms would be borne by Ministry
• Incentive amount of 2% of the project cost will be payable to project implementation agency

Cost Of Norms For Various Components Of The Project

In addition to above following cost will also be admissible:-

• Boarding and lodging of beneficiary up to Rs 7500 per month
• Monthly stipend of Rs 3000 per month
• If the trainee belongs to north eastern state including Sikkim and left wing extremism affective States then the preference will be given to those PIAs who organise and take up projects within the region locally. If there is some genuine difficulties and then only the projects will be undertaken outside these areas and travelling cost will be provided

परियोजना कार्यान्वयन एजेंसियों के लिए आवश्यक संरचना

• एजेंसी के पास पर्याप्त संख्या में कक्षाओं और प्रदर्शन सुविधाओं के साथ सही इमारत होनी चाहिए
• इमारत को स्वामित्व या किराए पर लिया जा सकता है
• महिलाओं के लिए अलग शौचालय इमारत के अंदर होने चाहिए
• विशेष क्राफ्ट और अवसंरचना के लिए आवश्यक मशीनों को भी गुणवत्ता प्रशिक्षण कार्यक्रम आयोजित करने के लिए होना चाहिए
• अगर कोई निवासी कोर्स है तो संगठन को छात्रावास सुविधा को लड़कों और लड़कियों के लिए अलग-अलग होस्टल सुविधा के साथ होनी चाहिए
• बाहरी प्रशिक्षुओं के लिए निवासी सुविधा को संगठन द्वारा सुनिश्चित किया जाना चाहिए।

Release Of Funds Under USTTAD Scheme

• परियोजना की मंजूरी के बाद फंड तीन किस्तों में जारी किए जाएंगे।
• पहली किस्त में 30% फंड होगा, दूसरी किस्त में 50% फंड होगा, और तीसरी किस्त में 20% फंड शामिल होगा, अगर लागू हो तो प्रोत्साहन भी शामिल होंगे।
• फंडिंग का पैटर्न सरकारी नियमों के अनुसार होगा और समय-समय पर बदल सकता है।
• फंड सीधे परियोजना कार्यान्वयन एजेंसी के खाते में इलेक्ट्रॉनिक ट्रांसफर के द्वारा वितरित किए जाएंगे।
• पहली किस्त मंजूरी के बाद और राज्य सरकार की निरीक्षण रिपोर्ट मंत्रालय द्वारा प्राप्त की जाने के बाद जारी की जाएगी।
• दूसरी किस्त निम्नलिखित शर्तों के अधीन जारी की जाएगी:-
  • पहली किस्त के 60% का उपयोग किए जाने के बाद, एक ऑडिट उपयोग प्रमाण पत्र द्वारा समर्थित और प्राधिकृत एजेंसी द्वारा मासिक खाता निरीक्षण
  • पिछले वर्ष के वार्षिक ऑडिट रिपोर्ट प्रस्तुति
  • माइनॉरिटी अधिकार मंत्रालय या राज्य सरकार या उसके उद्देश्य के लिए प्राधिकृत तीसरे पक्ष की टीम की निरीक्षण
  • यदि स्टिपेंड राशि परियोजना कार्यान्वयन एजेंसी को जारी की गई है तो प्रशिक्षुओं को दी गई स्टिपेंड के विवरण की प्रस्तुति के बाद, जो लाभार्थियों के बैंक खाते में स्टिपेंड राशि दिखाता है
  • प्रशिक्षण की प्रगति रिपोर्ट की प्रस्तुति, जो योजना दिशा-निर्देशों के अनुभाग A भाग 3 में उल्लिखित मुद्दों को शामिल करती है।
• तीसरी किस्त निम्नलिखित शर्तों के अधीन जारी की जाएगी:-
  • ऑडिट उपयोग प्रमाण पत्र की प्रस्तुति
  • परियोजना समापन रिपोर्ट की प्रस्तुति
  • परियोजना में आवश्यक परिणामों की पूर्ति और प्रमाणित करना एजेंसी द्वारा
  • स्वयं सहायता समूहों के विवरण और निर्धारित प्रारूप में प्लेसमेंट की जानकारी की प्रस्तुति
  • प्रशिक्षित उम्मीदवारों के स्व-रोजगार के विवरण और निर्धारित प्रारूप में प्रस्तुति।

Some Important Points Regarding Application Of Project Implementation Agencies

• प्रस्तावों का आमंत्रण अखबार और आधिकारिक वेबसाइट में विज्ञापन के माध्यम से पंजीकरण के लिए आमंत्रित किया जाएगा।
• परियोजना कार्यान्वयन एजेंसियों और ज्ञान साझेदारों से ऑनलाइन आवेदन स्वीकार किए जाएंगे।
• स्क्रीनिंग समिति आमंत्रण के पूर्वनिर्धारित मानकों के आधार पर प्राप्त प्रस्तावों का परीक्षण करेगी।
• मंत्रालय को अनुमति है कि किसी भी स्थिति में पंजीकरण को रद्द कर दे।
• मंत्रालय को आवश्यकतानुसार प्रत्येक वर्ष संगठन को पंजीकृत करने का अधिकार है।
• मंत्रालय को संगठन के प्रमाणों की भी जांच करने का अधिकार है।

Placement Post Placement And Self Employment Support

• सभी उम्मीदवारों को प्लेसमेंट सहायता और परामर्श प्रदान किया जाएगा।
• जितना संभव हो सके, प्लेसमेंट को न्यूनतम विस्थापन के साथ किया जाएगा।
• प्लेसमेंट प्राथमिकता से आयोजित क्षेत्र में प्रदान किया जाना चाहिए।
• पोस्ट प्लेसमेंट समर्थन प्रदान किया जाता है ताकि उम्मीदवार को बसने में मदद मिल सके और उनकी आवश्यकताओं का ध्यान रखा जा सके।
• यदि राज्य के न्यूनतम वेतन का प्रमाण पत्र प्रदान किया जाता है, कामगार से न्यूनतम वेतन के रूप में वेतन दिया गया है तो असंगठित क्षेत्र में प्लेसमेंट का विचार किया जाएगा, और नौकरी पूरी तरह से अस्थायी नहीं होनी चाहिए और स्थिरता होनी चाहिए।
• उम्मीदवार को प्लेस किया जाएगा यदि वह कम से कम तीन लगातार महीने तक नौकरी में रहता है।

Project Monitoring Under USTTAD Scheme

• परियोजना के प्रशासन और प्रबंधन के लिए परामर्श, मॉनिटरिंग और मूल्यांकन में कुल लागत का 3% पेशेवर सेवाओं पर खर्च किया जाएगा।
• एक परियोजना प्रबंधन इकाई भी स्थापित की जाएगी।
• परियोजना प्रबंधन इकाई के लिए संविदात्मक आउटसोर्स्ड कर्मचारियों से योग्यता के अनुसार संबंधित कर्मचारियों की संरचना की जाएगी।
• संविदात्मक कर्मचारियों को संलग्न करने के लिए संबंधित वित्तीय नियमों का पालन किया जाएगा।

Project Completion

• परियोजना कार्यान्वयन एजेंसी को मंत्रालय को परियोजना पूर्णता की रिपोर्ट उपलब्ध कराने की आवश्यकता है।
• रिपोर्ट में तीसरी किस्त के जारी होने से पहले ऑडिट किए गए उपयोग प्रमाण पत्र और दूसरी किस्त की ऑडिट की गई रिपोर्ट भी शामिल होनी चाहिए।
• परियोजना से पहले और बाद में वीडियो, ऑडियो और फोटोग्राफ़ को शामिल करने के लिए डॉक्यूमेंटेशन भी जरूरी होगा।
• डॉक्यूमेंटेशन में परियोजना में उल्लिखित सभी वितरणों के लिए सभी विवरण शामिल होने चाहिए।

USTTAD Apprenticeship Stipend For Research And Development

सभी व्यक्तियों को हर साल अपरेंटिसशिप स्टिपेंड प्राप्त होगा निम्नलिखित विषयों पर –

• पारंपरिक कला और शिल्प के क्षेत्र में अनुसंधान का प्रयोग करना
• पारंपरिक कला और शिल्प की टिकाऊता को बनाए रखने
• नई डिज़ाइन, प्रौद्योगिकी और उत्पाद विकास
• पारंपरिक शिल्प में काम करने वाले शिल्पकारों की गरिमा को बनाए रखने
• अल्पसंख्यक मुख्य शिल्पकारों और कारीगरों की स्थिति में सुधार करने के लिए
• पारंपरिक कला और शिल्प के बेहतर बाजार सीमित स्थापित करने के लिए
• पारंपरिक कला और शिल्प में नवाचार करने के लिए ताकि वे बाजार की मांग के साथ मेल खाएं।

Eligibility

• आवेदक को सूचित अल्पसंख्यक समुदाय से होना चाहिए।
• उम्मीदवार को एक मान्यता प्राप्त संस्थान से टेक्सटाइल डिज़ाइन, चमड़े का डिज़ाइन, कार्पेट डिज़ाइन या उसी क्षेत्र में न्यूनतम 50% अंकों के साथ पोस्ट ग्रेजुएट होना चाहिए, जिस क्षेत्र में उन्हें फेलोशिप प्राप्त करनी है।
• आवेदक को नियमित और एम. फिल या डॉक्टरेट के लिए विश्वविद्यालय या संस्थान में प्रवेश प्राप्त करना चाहिए।
• आवेदक की आयु 35 वर्ष से अधिक नहीं होनी चाहिए।
• वार्षिक लक्ष्य के 33% सीटें अल्पसंख्यक लड़कियों या महिला उम्मीदवारों के लिए आरक्षित की जाएंगी।

Funding and Funding Pattern

• As per University grant commission the rates of senior research fellow will be applicable
• The total duration of award of fellowship is 3 years
• An amount of Rs 18000 per month will be provided as fellowship for 1st and 2nd year
• An amount of Rs 20000 per month will be provided for 3rd year
• If the research is not completed within 3 years then the fellowship will be extended for one year at Rs 20000 per month with the approval of competent authority
• The ministry is going to transfer the fund into the bank account of the beneficiary on half yearly basis

Support Of Craft Museum For Curating Traditional Arts/Crafts

Below mentioned organizations will receive financial assistance for curating traditional arts and crafts from the ministry:-

• Private museum
• Craft museum
• National museum
• State museum
• Any other organisation having expertise and reputation of curating traditional arts and craft

Funding

• A grant of one project upto Rs 20 lakh will consider on project to project basis
• Sanctioning committee is going to examine and consider the project
• The funds will release in three installment
• First installment will consists of 30% of the project cost
• The first installment will release after the approval of project and entering into the memorandum of understanding between parties
• Second installment will be of 50% project cost
• The second installment will release after utilisation of 60% of the first installment supported by an audited utilisation certificate and progress report with photograph
• The third and final installment will be of 20% of the project cost and will be released upon:-
  • After submission of audited utilisation certificate
  • Submission of deliverables as required in the project which are verified by the authorised agency through random physical verification
  • After submission of project completion report

Hunar Hat And Shilp Utsav- Support To Minority Craftsman/Artisans For Marketing Their Product

In order to meet the following objective this component will implement:-

• In order to establish linkage with Delhi haat, handicraft emporium etc
• To provide support to the organisations for conducting exhibitions at state and district level
• To encourage participation of minority craftsmen in the exibitions, trade fair etc
• provide platform for the artisans and culinary expert who belong to minority community in order to showcase and sell their crafted product and serve traditional cuisine
• The Ministry will do 100% funding.

Funding

• National minorities development and finance corporation/state channelising agencies of NMDFC/state handicraft corporations/Central/state handicraft handloom Council/hunar hubs in state/any other project implementation Agencies who are having expertise in organising marketing events for traditional craft are responsible for implementation of hunar haat and shilp utsav
• The nodal agency for implementation of hunar haat and Shilp utsav is Ministry of Minority affairs
• The funds will release into installment of 50% each

USTTAD SAMMAN To Outstanding Master Craftpersons And Artisans/Culinary Experts

The USTTAD Samman award for the craftsman has introduced during the year 2017. This award is provided to those craft persons who showcase outstanding contributions, craftsmanship, and development of craft. Every year 10 craft men will provide this award. This recognization will encourage them to continue with the craft more enthusiastically and in a productive manner.

Eligibility

• Applicant must be permanent resident of India
• The craftsman must belong to minority community
• Age of applicant should be more than 30 years
• The craftsman must have 10 years experience in the field of craft

Contents Of Award

• Cash price of Rs 100000
• Copper plaque
• Angavastram

Selection Criteria

• The craftsman should have excellence of craftsmanship
• Craftsman will be judget from the resumes and samples received
• Processing of other exhibit submitted by the craftsmen and sponsoring organisation
• Special consideration will provide for languishing craft and innovative prototype will also be given while selecting the craftsman
• Any other specific criteria decided by the committee
• the central level selection committee will do selection.

Terms And Conditions Of USTTAD Scheme

• All the dispute will come under the jurisdiction of court of Delhi
• If some court case is filed by the organisation then organisation will not receive any grant-in-aid till the matter is pending in the court of law
• Ministry will not be held responsible for any dispute arising between the implementing organisation and third party
• The organisation cannot promote any religious/communal/fundamentalist/divisive beliefs or doctrines
• The organisation cannot charge any fees from the beneficiaries
• If the organisation is commencing some new project then the organisation is required to report this information to the ministry and state Minority welfare Department. This should be done within 30 days from the receipt of funds by the organisation
• If there is need of purchase of non recurring items then this purchase is to be made from the authorised dealers subject to vouchers being produced for inspection
• The provision of general financial rules 150(2) will be applicable where the project implementation Agencies are being provided assistance for the prescribed amount
• Final installment will release on producing reasonable evidence of proper utilisation of previous installments
• The organisation is required to maintain a register in the GFR(19) a permanent or semi permanent assets acquired wholly or partially
• Asset which has been purchase from the grant in aid cannot be disposed of or encumbered or otherwise utilised

Other Terms & Conditions

• If the progress of the project is not satisfactory or the organisation has violated the guidelines,terms and conditions of the sanction then the grant in aid will be terminated with immediate effect and other actions will be taken against the organisation with or without prior notice
• If the organisation is blacklisted by the Ministry then that organisation will never be considered by the Ministry
• Organisation is not authorised to divert grant-in-aid to another organisation or institution
• Organisation is also required to submit performance cum achievement report as prescribed by the Ministry
• An Organisation is required to execute a bond on non judicial stamp paper of a Rs 20 in favour of President of India to the effect that it will abide by all the terms and conditions attached to the grant and the scheme will be revised from time to time and if the organisation fails to abide by the same then it will refund the amount to the government
• Ministry will not provide any payment to temporary or permanent employee appointed by the organisation in order to run the project
• The organisation will also assist the trainees in opening bank account and transfer of stipend etc
• Organisation is also required to maintain a separate account in nationalised or scheduled bank in respect to the grant
• All the kinds of receipt and payments that are of Rs 10,000 or above must be made through cheques
• The accounts should remain open for inspection by representatives and officers from the ministry orr office of comptroller and auditor general of India
• The account of grant in aid should be audited either by CAG empanelment auditor or chartered accountants and supply a copy of the audited accounts to the ministry in the first week of June every year

Procedure To View Self Help Group Formation And Placement Report

• First of all go to the official website of USTTAD scheme

• Now you have to click on SHG formation and placement report

• A new page will appear before you
• On this page you have to select the following options:-

  • PIA Name
  • Centre
  • Trade
  • Batch
  • Community Name
